We can say that political culture at any given time functions in each given point of the multidimensional social space of political reality, does not coincide with it completely, but exists as a component that can act as an indicator or characteristic of the level of development of this reality. Secondly, the characterization of political culture as a level of development of political life of society implicitly includes an orientation, on the one hand, to realize the need for the social system to achieve a proper state (the highest level of development under these social conditions ), on the other – to assess the existing level of culture in the political life of society through the prism of its target state. Thus, in the very concept of "political culture" there is an evaluative moment, which is inherent in culture and without which it is impossible to talk about the level of development of a political object. Third, political culture is a systemic quality (qualitative state), which "removes" both the existing level of development of political life of society and the criterion on the basis of which this level is assessed. In order to reveal this qualitative state, it is necessary to show two contradictory in its unity aspects of political culture: the existing and potentially possible levels of political reality, which requires a basis; it is necessary to show the current state of the latter in comparison with its target state, ie in comparison with what political development is leading to. This contradictory unity of the level states of political culture is the specificity of its deep foundations. Fourth, the content of political culture should include the level of development of both positive and negative political phenomena. Political culture cannot be reduced only to culture, it is inherent in every state-organized human community. The question is only in its content, level, degree of development. Political culture can be low, passive, democratic, liberal, totalitarian, authoritarian, etc. Otherwise, it loses its analytical features.
Political and cultural approach to the analysis of various political systems, institutions, processes makes it possible to overcome the formal legal understanding of politics, to go beyond the normative view of power relations in society. It makes it possible to find the deeply hidden roots of national identity, traditions, ideas, myths that accompany the socio-political activities of all citizens of a country.
The difficulties of the formation of national statehood and democracy in Ukraine are largely due to the complexity of forming a national-democratic type of political culture. That is why our politicians and ordinary citizens, without realizing it, think and act according to the imperatives and stereotypes of the political culture that developed in Soviet society many decades ago. And although this culture as a holistic paradigm no longer exists, the process of its disintegration and transformation can take a long time. How long it will take will depend primarily on four factors:

A new quality of modern understanding of ideology is that we must remember: no ideology should acquire the character of state, official, coercive, monopolistic, utopian, and proceed from ideological pluralism, rivalry of different ideologies. The old meaning of ideological principles was largely associated with ideological dictates, spiritual violence against the individual, manipulation of his consciousness, left little room for the originality of individual manifestations of people.
Atom, the most important task of the new ideology is to establish the spirit of sovereignty and independence of ideological, ideological orientations of the individual, the freedom to define worldview ideals, which denies the imposition of any views. Constructive ideology should adequately reflect existence, punctuating not on ideologies, but on the ideals of humanism, free ideological orientation and pluralism, social consciousness, not allowing the ideologization of public life.
For all the differences between social psychology and ideology, their normalization must be carried out in organic unity, because the boundary between them is very relative and involves their interpenetration. Therefore, in the development of social consciousness it is absolutely necessary to take into account the peculiarities of the functioning of both psychological and ideological aspects, because miscalculations in this area can lead to irreversible negative processes in the formation of people’s spiritual culture.
An important place in the structure of public consciousness belongs to the mass media. Modern society generates a new type of mass consciousness. In the conditions of human cognition of the multifacetedness of the world, it gradually acquires to some extent the features of a scientific and practical reflection of reality, which receives both domestic and ideological-theoretical.
Mass consciousness, in contrast to the domestic, is increasingly characterized by the assimilation of elements of generalized theoretical ideas about reality. Mass consciousness integrates the spiritual-ideological and domestic-psychological reflection of objective reality, able to gradually rise to the level of deep understanding of the responsibility of the individual, awareness of its role in promoting progress, freedom of society. However, the process of reflection is complex, ambiguous and contradictory.
Thus, mass consciousness is an ideological and psychological phenomenon, a set of views, ideas, opinions, attitudes, assessments, norms, feelings of a particular social group, ethnic community, developed in the process of their activities.
Mass consciousness includes the most diverse spiritual formations – elements of theoretical and everyday consciousness, ideology and psychology, logical, rational, consistent and internally contradictory reflection of objective reality, their specific interests in the system of social relations. Such a specific nature of mass consciousness, its special subtlety and delicacy, contradictions and ambiguity of formation and functioning is especially important to consider in the process of forming the spiritual culture of the individual.
Noting the qualitative changes taking place in the development of mass consciousness, however, should not exaggerate its role in shaping the spiritual culture of the people. With all the progressive changes that are taking place and it, it is characterized by limitations, which does not allow to deeply reflect the objective reality, to take an active part in the formation of the scientific vision of the world. This is due only to the scientific and theoretical level of reflection of reality.
Processes of social existence, ahead of the levels of mass consciousness. Advanced ideas related to the awareness of the need to increase social activity of people on the way to accelerate the progress of society, its freedom, harmonization of social relations. The main task facing society in the field of spiritual life is to create conditions for the fullest development of human multifaceted potential of both Ukrainian and world spirituality and culture.
It is also extremely important to create conditions for the comprehensive self-realization of spiritual and cultural potential, the essential forces of man, his own spiritual worldview and worldview.
