The separation of ethno-national problems of Crimea as a separate area of work testified to the state authorities’ awareness of the specifics of ethno-national relations in the ARC and its attention to problems related to repatriation and resettlement of deported ethnic communities, as well as the need for more active integration of Crimean law. social and cultural field of Ukraine.
In September 1996, another reorganization took place – the Ministry was transformed into the State Committee of Ukraine for Nationalities and Migration (hereinafter – the State Committee for National Migration). Due to staff reductions, the leadership of the State Committee for National Migration had to abandon a number of important areas of work, which led to changes in its internal structure: on the basis of existing units were formed two departments – ethnonational processes and national minorities , and the Ukrainian diaspora. After the Resolution of the Cabinet of Ministers of Ukraine of March 31, 1997 opened the Department of Language Policy in the structure of the State Committee for National Migration [11], the Department of Organizational and Methodological Support of Language Development in Ukraine appeared.
In the summer of 2000, the State Committee for National Migration of Ukraine was liquidated. To address issues within its competence, the State Department for Nationalities and Migration was established within the Ministry of Justice.
The last reorganization of the central executive body in the field of ethnopolitics took place after the liquidation of the Department of the Ministry of Justice in accordance with the Resolution of the Cabinet of Ministers No. 1772 of December 27, 2001 and pursuant to Presidential Decree No. 836 / 2001 of September 13, 2001 “On the State Committee of Ukraine for Nationalities and Migration”. On March 12, 2002, the Decree of the President of Ukraine No. 269/2002 approved a new Regulation, which still regulates the activities of the restored institution.
Numerous reorganizations were caused by various circumstances. Obviously, the dynamics of the level of awareness of senior state officials, heads of legislative and executive bodies of the specifics of ethno-national relations in Ukraine and the need for their regulation, as well as the desire to find optimal forms of organization and functional load of the all-Ukrainian institution to implement state ethno-national policy.
Currently, this workload is divided between the Office for Refugees and Migration (with the Departments for Refugees and Migration), the Office for Deportees (with the Departments of Legal Regulation of the Repatriation Process and Coordination of State Programs), and the Office for Nationalities (with the Departments of International Relations and work with national and cultural societies), the Department for Ukrainian Diaspora and International Relations (with departments for Ukrainian Diaspora and International Relations), as well as the sector of interaction with the media and public relations.
Important parts of the ethno-political management system of the Ukrainian state are the Republican Committee for Nationalities and Deported Citizens of the Autonomous Republic of Crimea, as well as the relevant units at the local level – departments for nationalities and migration of regional state administrations. In Kyiv, the relevant unit is established as a department. So far, the question of creating specialized units in some cities with a multi-ethnic population, as well as in areas where repatriates return and where the share of migrants and IDPs is significant, remains open. Currently, such a city-level department operates only in Sevastopol.
Issues within the competence of the state ethno-political management, together with the State Committee for National Migration and the structures of the presidential and regional and city state administrations are also taken care of by the Ministry of Culture and Arts and the Ministry of Education and Science, the State Committee for Religions. A notable event in the issues of institutional support for the realization of ethno-national rights of citizens of Ukraine and the influence of their public organizations on this process was the establishment and activity in Ukraine of the Verkhovna Rada Commissioner for Human Rights (Ombudsman), whose first report also addressed the status of national minorities. in various spheres of public life [12].

An important direction in the formation and functioning of the state ethnopolitical management system was the search for optimal forms of interaction of its institutions with civil society structures to identify the needs of ethnic groups in Ukraine and find optimal mechanisms to meet them in the interests of society and its groups, and to prevent ethnic conflicts. Among these forms are various advisory bodies in the structures of state power.
At the beginning of 1997, the Decree of the President of Ukraine established the Council on Language Policy under the President of Ukraine, and in December 1997, the Council of Representatives of National Public Organizations of Ukraine as a public advisory body to the State Committee of Ukraine for Nationalities and Migration. The latter was organized in accordance with Article 5 of the Law “On National Minorities in Ukraine” and the Regulations on the State Committee for National Migration.
Guided by the Constitution and laws of Ukraine, decrees and orders of the President, resolutions of the Verkhovna Rada and the Cabinet of Ministers, the Council within its competence could, in particular, participate in drafting laws and other regulations on interethnic relations, development of cultures, languages and traditions of national minorities. , in the practical implementation of state programs in the field of education, culture, ensuring the rights and freedoms of national minorities.
With the liquidation of the State Committee for National Migration in 2000, there was a threat of losing the Council organized under the committee as an important channel of cooperation and dialogue between the state and ethnic communities. Therefore, the Decree of the President of Ukraine of July 22, 2000 established an Advisory Council of Representatives of Public Organizations of National Minorities under the President of Ukraine [13]. It consisted exclusively of representatives of national minorities – without official representatives of government agencies and departments. During the first organizational meeting of the Council, which took place on the basis of the Ministry of Justice, the working presidium of the Council was formed and the rules of procedure were approved.
A working meeting of the Verkhovna Rada Committee on Human Rights, National Minorities and International Relations held in February 2000 with the participation of members of the Council determined the areas of practical cooperation between the two institutions in improving current legislation in the field of protection and protection of national minorities. However, the activity of the Council, according to the head of the State Committee for Migration G. Moskal, was not free from “quarrels” “except for conflicts, there was absolutely nothing in this council”; therefore, the President acted “correctly and reasonably” by adopting Decree 121121/2003 on September 29, 2003, which amended the staff of the Council (including representatives of public administration) and appointed a new chairman, the head of the Democratic Union of Hungarians of Ukraine.
